Not really Chinglish, because the Chinese character means “Dying right here is strictly prohibited” too. Nonetheless it is really strange to have such notice.
I would suspect too many people commited suicide there.Is it the roof of a tall building that too many people jumped down from there?

This is actually not a Chinglish! It’s a Chiniese funny sign. similar to “touching wire causes instant death and 200 dollar fine”.
This sign says that if you commit suicide, your family will be fined.
In other words, criminals cannot be executed at this spot.
