On second thought, if you need this warning you probably don’t have much in your head in the first place, so the bag will just fill space nicely.

Perhaps it means “Keep the ‘reach out’ of children”. So let the children reach out into their minds to remember that they must never put plastic bags inside their heads if they are suffocating.

Do whatever it takes.
Cut off their arms and legs.
Bound their mouths shut with tape.

To prevent suffocation
Put bag in head.
Shove into mouth and nose.
This method is not recommended.
