I think this is smartass vandalism by an English speaker, not Engrish. That “THE” on the sign looks suspiciously as if it were added in, and probably originally said “KEEP JAPAN GREEN. DON’T BURN. -Fire chief.” That doesn’t make it any less funny, though.
