So the “seen by least” results from the idea of “with the least effort, you can see wonderful scenery”.

Again, no native English speaker need be consulted for where this backwoods sign committee lives. No doubt, a gorgeous place. And yes, the “ropeways” are solid steel cables, at least all the ones I have seen.
